The US Department of State’s July Visa Bulletin has brought unexpected news. The Department has retrogressed EB-3 All Other Countries more than anticipated, while the predicted retrogression for EB-2 All Other Countries has not occurred. There has also been an unexpected leap forward in a major category for India. The Bulletin predicts that high demand in EB-3 All Other Countries will force further retrogression or make the category unavailable for any visa issuance next month. USCIS will accept I-485 applications in July based on Final Action Dates, not the more favorable Dates for Filing chart. Immigrant visa applications with US embassies are always based on the Final Action Dates chart.
